Prime Minister Malcolm Turnbull has declared that violence against women needs to be seen as 'unAustralian'. But sexual violence against women was part of the colonial experience for the Indigenous population, and continues to be a symptom of the punitive measures enacted against asylum seekers that we have a moral and legal obligation to protect. Violence against women is very much 'Australian', and will be until the institutional violence that has defined our past is owned and redressed.

Australia is more mature and more complex than it was at the time of the 1967 Aboriginal citizenship referendum. We need to be very attentive to the diversity and (hopefully) emerging consensus of Aboriginal viewpoints. We also need to be attentive to what measures the leaders of our major political parties will be prepared to sponsor during the life of the next parliament, championing those measures in a referendum campaign.

This year's NAIDOC Week theme calls on Indigenous Australians to value their inheritance and to nurture it. It also challenges other Australians to be curious about the heritage of their Indigenous brothers and sisters, and to respect it in the uses to which their lands are put to.

Those Aborigines who are most at home in modern Australia tend to be those with a secure foothold in both the Dreaming and the Market. Those who are most alienated and despairing are those with a foothold in neither. Constitutional change alone won't make things better. But a good Constitution is a better complement to other measures – such as a statutory charter – than a bad one.

This week sees the new budget allocations for Aboriginal communities take effect, with deep soul-destroying cuts being spun as 'advancement'. They reflect a redefinition of reality faced by many Australians, with indigenous people unsure how they have benefited from the Tony Abbott declaring himself the Minister for Aboriginal Affairs and putting the Indigenous Affairs Office within his own Department.

Walking towards the courthouse, I heard a cry, 'Hey, Father Frank, over here! You've got to support us mob.' I was torn. I was chairing a national consultation at the request of the Commonwealth Government. I did not want to politicise our presence in town. But then again, I did not want to abandon Ben and his colleagues in their hour of need. They all stood in front of an Aboriginal flag. Some were crying out for justice for their deceased loved one.

'In chapter 12 "Respecting Autonomy and Protecting the Vulnerability of the Dying", Frank quoted my grandmother ... "Well there is not much to say about euthanasia is there? Just don't kill people and look after them while they are dying. What more can you say?" Well Grandma, I am not certain that I share your view. Tony Abbott's evocation of 'the tyranny of low expectations' invites more general reflection on education and public life. I believe that the Australian approach to education does indeed impose a tyranny of low expectations in the sense that the expectations are defined by economic achievement and its attendant wealth and status, and the goal for schools is success in enabling students to participate economically.
